have you tried making the ISO with the other methodology? copying
everything over to your harddrive and then running

oscdimg -h -n -bc:\windows\etfsboot.com c:\mywinpe c:\opktools\my2003.iso

(i put etfsboot.com in my c:\windows directory in this example and created
my WinPE source tree at c:\mywinpe)
