I understand the volume licensing issue. I don’t understand why XP cannot connect to the internet, thus requiring a phone call for each copy I activate?

     A VL versions of Windows XP does not have a Product Activation

     a KEY code is one thing, but placing a 20 minute phone call for each computer is a time prohibitive process.
