XP users cannot connect to printers

XP SP2 users cannot connect to printers. They receive the following
error message, which at first led me to believe the issue was with the
Point and Print GPO:
"A policy is in effect on your computer which prevents you from
connecting to this print queue. Please contact your system
administrator."
-Print server W2K3 SP1 is in the same domain, also a DC.
-Point and Print GPO is disabled at the domain level and enforced (no
override).
-No policies at site level.
-RSoP shows Point and Print GPO as being disabled on the XP
workstation.
I also checked the "Load and Unload Drivers" and "Devices: prevent
users from installing printer drivers" GPOs and they appear fine.
Any help would be appreciated.
