FWIW, you probably only needed to perform step D. As to the error, try
PRINTING the file to the Fax printer instead of using File > Send to >
"Addressee with Faxmodem".

A. To find the Fax-installation-files, I extracted 24 fxs*.*-files from the
setup-cd (x:\i386) to a separate folder and pointed the Fax-installation
wizard to that folder (and other folders, e.g. on the Windows-setup-cd).
Different efforts did not work.
D. I tried to repair the security-database, without success. To repair the
database, I used the instructions on

1.Open the %SystemRoot%\Security folder, create a new folder, and then name
it "OldSecurity".
2.Move all of the files ending in .log from the %SystemRoot%\Security folder
to the OldSecurity folder.
3.Find the Secedit.sdb file in the %SystemRoot%\Security\Database folder,
and then rename this file to "Secedit.old".
4.Click Start, click Run, type mmc, and then click OK.
5.Click Console, click Add/Remove Snap-in, and then add the Security and
Configuration snap-in.
6.Right-click Security and Configuration and Analysis, and then click Open
Database.
7.Browse to the %SystemRoot%\Security\Database folder, type Secedit.sdb in
the File name box, and then click Open.
8.When you are prompted to import a template, click Setup Security.inf, and
then click Open.

But I'm using the Dutch Windows-version, with different commands. After
starting MMC (instruction nr. 4) I only find a menu "File" (1st menu-item,
upper left corner), with menu-option "Add/remove Module". From there I can
add three "modules", named "Net Framework", "Indexing Service" and "Disk
Management" (these are terms translated from Dutch). So I don't know how to
add a certain "Security and Configuration Snap-in", which means I cannot
fullfill instruction nr. 5. How can I find this "Security and Configuration
Snap-in" ?

C. In the articles http://support.microsoft.com/?id=884018 and
http://support.microsoft.com/kb/828930/ Microsoft tells something about a
hotfix. Alas, I don't understand these articles at all. Which hotfix should
be used ?

D. I repaired the security-database, following the instructions on
http://h10025.www1.hp.com:80/ewfrf/wc/genericDocument?lc=en&cc=us&docname=c00270202.
So I used the command "esentutl /p %windir%\security\database\secedit.sdb",
restarted the pc and installed the faxservices. Now at last the Faxservices
stay marked in "Add/Remove programs". I can use Start > Programs > Fax >
Send Fax > Wizard "Send Fax" (alas the line is always occupied, or an error
occurs).
And in MsWord, when trying File > Send to > "Addressee with Faxmodem", this
generates an error "The Wizard Fax cannot be found. Start Setup and install
the Wizard Fax" ... :-(

You cannot add a Windows component in Windows XP

You can either:

1. Get the hotfix mentioned in the KB article and install it. Microsoft
usually waives any charges for support calls to get supported hotfixes
listed in Knowledge Base articles.

2. Try this procedure using the Esentutl.exe utility mentioned in the KB
article to recover from security database corruption:
