No, you don't have to be connected to the Internet to receive a fax. In fact, you don't get (or send) faxes over the Internet, but through your regular telephone line.

If you hear the ring and a fax is answered, then you are already one big step past the majority of people who post here with fax issues: your fax modem is connected to a regular telephone line.

There are two general reasons why you get failed faxes:

1. The incoming calls are not faxes at all, but regular telephone calls. This happens to me a lot, even though my fax line has an unlisted number: it gets called by telemarketing "robocallers." Do you know that the faxes that get dropped really are faxes (e.g., you are expecting to receive a fax from someone)?

2. Your fax modem is not fully compatible with Windows XP. The Windows XP Fax Service is notoriously picky when it comes to modems. It really is not a very robust application. And from the little I've read in the Vista newsgroups, Vista is even worse. Microsoft isn't alone in seeming to abandon faxing from PCs: WinFax Pro, which once upon a time was a very good application, was discontinued by Symantec last June.
