What makes Printer Queue occur



hi,

i have server 2003 which has a network printer installed on it. the
printer is mapped on the client machines.

the problem..

when users print after a bit it always creates a print queue hence no
printing anymore. I have to delete all the jobs and have to stop
spooler to get rid off some of the print jobs and then restart spooler
on the server for it to work again.

why does print queue occur?? whats wrong.
