SOLVED:
After a bit more googling here is the solution:
"If the tab appears in Safe Mode, but not normal mode, it means that 'Use
simple file sharing - recommended' is checkmarked in Control Panel, Folder
Options, View."
Unticking the simple file sharing allowed the security tab to appear.

I have a printer that is shared on my home network and works as should.
I was exploring printer sharing for a friend who is having a sharing
problem and discovered that I do not have the Security Tab as indicated
below to set permissions for a printer if I wanted to.
Any idea why?

Set up new permissions for a printer
1.. Open Printers and Faxes.
2.. Right-click the printer for which you want to set permissions, click
Properties, and then click the Security tab.
