Virtual Bluetooth printer port

we intend to use bluetooth printing support on our xpSP2 laptops. Problem
seems that when changing a bluetooth printer with a new one (same model, same
manufacturer) the user is unable to install it. with admin right all works
well. A regular user cannot install a local printer, the bluetooth printer is
treated as a local printer -> is this the problem? I know that each bluetooth
device has its own unique ID, but lets not exaggerate !
If this situation cannot be handled by a regular useraccount, we intend to
use a newer HP model that will have WIFI builtin.
Unless someone has a solution ?!
