Correct Disc Format for Photo Story

I have been putting together a short video of photos using Photo
Story. This has gone fine except for recording to disc. I have been
using both CD-RW and CD-R. When I have used these for recording data
I have formatted them first with Roxio, which came with the Dell
computer and Windows XP. However, if I insert a formatted disc with
Photo Story it is ejected with the instruction to insert a disc into
the drive. If I use a new, unformatted disc it records correctly with
either type of disc. However, if I wish to re-use the CD-RW disc I
cannot just delete the file but have to re-format. It will then work
for data storage but not for Photo Story. Please, what am I doing
wrong?
