Just a thought...
Since you are familiar with the annotation
options for TIFF files...why not convert your
JPEGs to TIFF?

So if I don't mind the annotations becoming permanent upon saving, is=====================================
there a way to annotate on the face of a jpg in XP? Paint is no good
eg. because it doesn't allow you to edit text once you leave the text
box. I would want to be able to do simple editing with simple tools
(like circling an item in a photo and writing in its cost) with the
annotations editable until I save.
