Perhaps I'm in the wrong group. If so, I'm certain that I will be corrected: BUT, I edit an organization's small quarterly magazine. I used to use Microsoft's Photodraw until it would no longer work with XP and was not supported. I threw it away. I could take a photo and put a "balloon" (both spoken and thought as in the comics) above a character's head and and put text in it. Will someone give me a hint as to what I can use to do that now?
Use any photo editor to paste in some pre-stored balloons (of your own
design), then use the text tool to insert text into them.
