But this is not acceptable as the maximum size allowed
is way above this. I also dont use that many pictures
either but i have used some photo software effects to
alter the look of them. If anyone can help that will be
greatly appreciated thank-you.

Just some ideas....

I know you ran DiskCleanup...but try deleting your Temporary Internet Files...have a look at the following articles:

Maybe adding more RAM or increasing the size of your paging file would help.

Also...before opening PhotoStory...close
all programs...especially virus scanners.
