Yes, I have uninstalled and then re-installed the powertoy (even after re-downloading to make sure the program itself was not corrupted).
This seems to work if I change the extension by "renaming" to a .gif file, as well as a .jpeg file. Not sure why exactly, as all I do is change the extension. It must have something to do with file type associations, and I have played with that some to no avail.
The basic image editing programs on my machine are only IrfranView, Windows Picture & Fax Viewer, and there is an imaging viewer program with my Dell inkjet printer (A920). Also, I have Paint, as well as a program for my wife's hobby, Scrapbook Designer by Broderbund.

Hi Michael, Your problem seems very unusual and interesting.
Have you also tried to uninstall and then re-install the powertoy? What about changing the extension to any other type: gif png jpeg
What is the default application for opening jpg files ? WHat other image editing apps are there on the system?
