I had the same problem.
I tried control panel>system>device manager>hardware, right click on the USB
ports and say REFRESH.
If that doesn't work try this.
Put card into reader, or hook up camera, go
to MY Computer>highlight the drive you need to upload, right click and
choose AUTOPLAY, the box to choose the wizard should show up (there is a
dropdown box to say if the files are music, photos etc) make sure to check
the box that says>always do this action.
I always like the wizard because it makes naming and organizing easier, I
tried to do this on a friend's laptop and just could not get that wizard to
show up, I thought his comp was just weird, but he has other software as
default to upload photos (he uses a different camera brand)
