To fit your screen perfectly you must meet two requirements.
1. Aspect ratio
Your screen is 1024 x 768. Divide 1024/748 and you get 1.33. This is the
aspect ratio, also called 4:3 since 4/3 = 1.33.
You photo is 1036 x 478. Divide 1036/478 and you get 2.16.
This is like trying to fit a square peg in a round hole.
2. Available pixels.
Correct aspect ratio but not enough pixels. Suppose you have a photo with
512 x 384. This is half your screen size and the photo will be centered and
occupy half the screen. You simply do not have enough pixels.
Correct aspect ratio but too many pixels. Suppose you have a photo with 2048
x 1536. This is double your screen size. XP will automatically reduce the
size and it will fit your screen perfectly. When you have too many pixels
there is no problem, provided that the aspect ratio of the photo is the same
as your screen aspect ratio.
To use the same photo twice (tile) to fill your screen perfectly, you would
then have to crop the photo (in your case the width) so it fits your display
size.
