First off, reinstalling a new motherboard and Hard Drive is a provocation
of
the warranty with DELL!

It mean you need the exact Motherboard and HDD to do that from another
DELL
machine with same specs or from DELL outlet.

Come to your issue, this happen because changing the linker/pointer to
these
folders/icons, when you started they look for the original
path/applications
but they don't find it.

Try to boot up in Safe Mode and delete all these Icons then reboot into
Normal Mode.

I don't think Dell's warranty would be provoked into doing anything just
because of a MB and HDD installation. Who knows, West may have sent it TO
Dell to have the work done.

When you log in, is it as admin? If nass's suggestion doesn't work, take
ownership of the icons, then delete them.
