Formatting is not the answer. The problem seems to lie with an HDTV Tuner Card associated with Pinnacle.
Find this key on the Registry by selecting Start, Run, type regedit and click on OK. Place the cursor on the key and export the key saving it as a txt file. Open the file (it will probably be in My Documents) and select Edit. Select All and paste into a further post.

Has the Pinnacle software been installed for long? The point being has it worked for a while and then started to generate the error or has the error been occuring even since installing? Uninstalling the software and reinstalling may solve the problem.

You can access Event Viewer by selecting Start, Control Panel,
Administrative Tools, and Event Viewer. When researching the meaning
of the error, information regarding Event ID, Source and Description
are important.

A tip for posting copies of Error Reports! Run Event Viewer and
double click on the error you want to copy. In the window, which
appears is a button resembling two pages. Click the button and close
Event Viewer.Now start your message (email) and do a paste into the
body of the message. Make sure this is the first paste after exiting
from Event Viewer.
