StandBy, Turn off, Resart

After logging off an XP user account, I get directed back to the main user
login screen. At this screen, I no longer have the option to Stand By, Turn
Off, Restart the machine. The normal control in the lower left hand side of
this screen is gone once someone logins in and then logs out of the machine.
In addition, Cntl-Alt-Del does not work (doesn't bring up any options) at
this point.

In addition, there are times from the main account user screen that when I
try to re-login to my user account that it does not recognize the mouse click
(or keyboard clicks). I am unable to login to any of the three user accounts
on the machine and in this case, I am forced to hard reset the computer

I am running Windows XP MCE 2002 with Service Pack 3, v.3311.

I believe that this issue started after trying to get rid of a virus in the
Ask Toolbar. This virus prevented me from downloading pdf attachments in my
ATT Yahoo email client. I think that I have eliminated the virus, as I have
run subsequent clean virus scans using multiple anti-virus products. I use
Norton 360 v2 as my primary line of defense, although Norton had never
detected the virus.

I'm assuming that a windows component has corrupted. Do I need to perform a
Windows Repair or is there an easier way to fix this issue? I do not have
much of a history of System Restore, as this was deleted to rid the machine
of the virus.

Any help would be appreciated.
