Okay. I tried that wizard for Plug and Play and when it got to the My
Computer drives pages, it said if the drive didn't appear, close the wizard
and plug it in and turn it on and try again. Well, that's my whole problem:
My computer never sees it! There is not drive letter associated with the
camera when it's one, even though it does show in Device Manager in a USB
Root Hub. That is the whole crux of the problem here.
I will try deleting the hub if you think that will work, but I'm just not
figuring out what happened between the camera this replaced and this one.
Seems there HAS to be a connection there.

You saying it looks been detected but the computer doesn't show it. Do you
mean it doesn't open Automatically and you need to open/Double click My
computer to open manually from there or it doesn't show at all?
Can you see it in Device manager?
If you can then try to remove it and restart your machine and see if that
will solve the issue.
I mean by removing the Root Hub for all, just remove all the entries there
for the USB Root Hub as in this picture on this link:

You didn't answer my question about if you have other External devices
connected on this machine, it could be an IRQ or I'm thinking now a power
issue but this far from if your description for the issue accurate.
If the autoplay wizard is the problem try this fix from here:
