Just a possibility. Turn off your anti-virus and anti -spyware software
and boot to safe mode. Make the changes and return to normal mode.
Reactivate your security software. It could these programmes are
interfering with registry changes.
I also suggest you post details of your anti-virus and anti -spyware
software plus firewall.
