Yes, I have been in the Group Policy Editor (gpedit.msc) and used the hack to disable Shut down and install updates, and while this hack successfully turns off the false notifications, it doesn't deal with the original issue... that is, that Windows Update ALWAYS thinks it has updates when it doesn't!!
Open windows explorer and locate this directory:
C:\windows\SoftwareDistribution = Delete all folders in the right pane/window
Run disk clean up then reboot your machine, does it help?
If it doesn't then you need to pay a visit to windows updates and see if there is (are) any failed updates there flagged or red crossed (X).
