Fax service and its TEMP folder

The fax service of win xp seems to log-on on the system
as user whose account is running.
But the path to TEMP directory it takes
from environment variables for system.
Not for user account. See Control Panel - System - Advanced -
Environment Variables.

I were able to observe above cause I have specific config of TEMP variables and folders. There are three on my system available:
one for user, one for administrator, one for system.
Adequatelly the TMP and TEMP variables are set separately
for above accounts. Full access privileges are assigned only
to associated account. All other users have read-only access.

I can see with process monitor that while sending the fax service is accessing the TEMP folder assigned for system account, but
being logged-on as the user.

Are there any start-up option for fax service enabling
modification of fax service's TMP/TEMP folder ?
