Hi James,
I would first reduce the amount of disk space System Restore is using to hold restore points to 1GB.
Then try running System Restore in Safe Mode.
Boot into Safe Mode and perform a test restore using the following link.

yesterday (the same day I created it and before I created the second)
Today SR said it couldn't restore the second restore point.
The disk usage for SR is Max (18314 MB)
