Yes. Your question is yet another version of "How do I get the System Idle
Process to quit
hogging my system?"
Your other problem can have quite a few causes:.
1. Excessive paging (possibly instigated by another process)
2. I/O bottleneck somewhere (probably related to number 1)
3. Program not quite correctly written or tested. This alas happens
quite frequently.

I am just listing some easy causes.
