Restart in Safe Mode and log on with the computer's built-in Administrator account. (It has no password.) Right-click on the icon and select the Security tab. Checkmark the unchecked boxes in the Allow column. Apply and OK. Now try to delete the icon. Empty the Recycle Bin. After doing this restart your computer normally.

Do NOT attempt to make any changes to the Administrator account. It is your lifeline when things go awry.
