Windows installer failures and windows update issues

Attempting to install java.com's JRE results in a flat out failure. Message
is "This installation package could not be opened. Verify that the package
exists and that you can access it, or contact the application vendor to
verify that this is a valid windows installer package." User is an
administrator. Windows is xp (media center), service pack 2.

Windows Update also fails with error code 0x80072EFD, which is a firewall or
network failure. The network is running just fine and the wirewall is set
to "easy." or low. Automatic update was set to off.

I found several services disabled such as "help and support", and "windows
installer."

I have no idea what is going on here. Any ideas?
