Something is interfering with the Web site connection,
Go to the Control panel, select Classic view,
Double click Internet options,
Click Security tab and select Internet,
Click Advanced tab, scroll down and select Turn on automatic website
checking.
Next
Double click Network connections,
See if your Lan or High-Speed Internet shows it is connected.

Unfortunately your suggestion does not work.
It is obviously a problem with the particular computer, your suggestion
works fine on two other machines, but the computer in question has a
problem with Desktop Icons that relate to a Web Address. It works fine
with Icons for programs on the computer.
As a further guide to the problem, when I created a shortcut, as
suggested, to Google, the shortcut is displayed with a typical large G for
the Google Icon, the properties URL box read exactly as mentioned in your
reply, but whether I single click, double click, or right click and use
Open on the Drop Down Menu, nothing happens, it is as though the facility
to open a Web Site via a Shortcut has been disabled on the computer, I
don't know whether such a thing is possible, but if it is, I would love to
know how to enable it again!
