No, unfortunately, that's not enough.
To begin with, your security software has to start with Windows and run continuously at all times. A weekly scan is not sufficient. Second, these programs must be continuously updated. Finally, they need to be configured for maximum protection. (The only exception being many antivirus programs' e-mail protection, which is superfluous and can actually get in the way of your email program.)
Most important is an awareness of the dangers and the willingness to avoid them, even if that means limiting your activities on the computer. The finest software in the world will eventually succumb to a user who doesn't taken sufficient precautions.
