JJ,
First Disconnect the machine from the Internet and uninstall the Paint Shop,
Fax service if it installed Via the control Panel or Via the services by
typing in the Run command: services.msc and Stop the fax service, the Sony
Cybershot applications.
Then Try to log in Safe mode and perform a scan on line with one or more of
the links provided in the bottom of this post, then scan in safe mode for
both Malwares and Viruses, your problem is the Old Version of norton outdated
earlier than you may thought and you are trying to install the new NIS on an
infected machine.

The error for Help and Support can happen if you have Remote access for
scolicited or unsolicited enabling Remote connections and can happen because
been blocked by the Firewall or the service didn't start when tried to.
Also if the MS updates (or other application trying to update) didn't start
in a timely fashion can produce this error

missing file/folder from installation.
Scan from here:

switching to a guest user account causes Windows Installer to attempt to
install PSP9 again.
Each attempt fails with the error message:
"Error 1706: No valid source could be found for product Jasc Paint Shop Pro
To resolve this, Let the installer run with the installation CD in the
drive. It won't install a second copy, but it needs to create the user
folders in the
guest user's My Documents folder, and a directory to store cache files
in the users Application Data folder... typically C:\Documents and
Settings\Junior Junk\Application Data\Jasc Software Inc\Paint Shop Pro
9\Cache... as well as registry settings in HKEY_CURRENT_USER.

It is a malware/virus on your computer corrupted all these aplications so
please scan for both malwares and Viruses on your computer as my feelings are
that the old NIS gone out of date long time ago and the system got infected
and you installed the new NIS on an infected machine, to scan for viruses go
here:
http://www.pandasecurity.com
http://www.sophos.com
http://www.avast.com
http://www.trendmicro.com
For malwares:
install, then run the updates to get the new definitions and scan for
malwares:
http://www.lavasoft.com/products/ad-aware_se_personal.php
http://www.safer-networking.org for Spybot S&D
Backup your data on a removable storage you may need to perform a clean
installation.
HTH.
Let us know.
