You could try disconnecting all peripheral connected , except
keyboard, mouse and monitor and see if it will boot.

What is the computer make and model?

What version of Windows XP do you have? Does your Windows XP CD
include the SP2 update or did you install SP2 from the free
special
SP2 CDs distributed by Microsoft in 2004 or download SP2?

Read this from another poster:
I recently installed Norton Int. Security 2007 on both my Dell
Dimension 8200 and my Dell Inspiron 6000. The following occurred in
both units:

Install went fine and NIS 2007 functioned properly. However, when I
inserted a data disk into my CD/RW drive to update some files, the
disk began to boot, then the infamous BSOD with a BAD_POOL_HEADER
error message.

After many discussions with Dell and Symantic via chat support and
telephone, the best advice followed from Symantic Technical Support.
I have copied and pasted it below. Apparently, NIS 2007 needs to
boot
before Sonic RecordNow. I guess they were both starting at the same
time, thus the conflict?

I understand from your message that you are not able to write CDs
using your Sonic RecordNow software with Norton Internet Security
(NIS) 2007 installed.

Please accept our apologies for any inconvenience this issue may
have
caused to you and thank you for your patience. Please note that,

is not a common issue that has been reported to Symantec. This issue
could occur due to conflict with any other program installed in your
computer. To verify this, please enable only Windows and Symantec
services at startup and check for the issue.

5. Uncheck all the entries other than those related to Symantec.

7. When you are prompted to restart the computer, click Yes.
8. After restarting the computer, please check if the issue

five more programs and restart. Check if you get the error message.
Follow the processes again and select another five programs.
9. If you receive the error message, then you may need to follow the
same procedure on individual programs in the set of five programs in
which you found the error.

I followed the instructions and my Inspiron 6000 seems to be working
OK now. I have not attempted the process with the Dimension 8200
yet.
There are other issues (I may be doing a clean reinstall of Windows
XP soon.)

Bear in Mind the OP said " I can't do a system Restore in Safe Mode", so
he/she was able to log in Safe Mode successfully!.
Answering your Q, Yes the OP should slipstream SP2 to the CD if intended
Repair/install.
But He/She must try this first:
The clean Boot to eliminate other possbilities like Hardware, Software:

-- The OP problem could be an Overheated Laptop setting on a desk? without a
stand to circulate the Air around and cool down the Laptop temperature.
-- An installed Flash drives/cards, NIC Card, Wireless Card, printers, CD
writers...etc.
Normaly the Bad_pool_header indicated a bad system File Strcture, or
application is runing as an Admin or a user on the machine and having some
trouble to initiate start up or log in.
Also sometimes turning the Indexing services can help reduce or rid of the
issue, so if by going to the services and Disable the Indexing services can
help.
-- If the OP can log in and I assume He/She can hence can't perform a system
restore which been blocked by Norton I presume? should look for Error
messages in the Event Viewer and double click them to get more Info about the
Application, or the Hardware causing it.
-- If all wasn't of help then HDD going bad, so checking for the health of
the Hard drive by downloading the diagnostic tool will eliminate the HDD then
we proceed to test the Memory if it is bad or need repositioining in their
slots.
Don't forget only the OP know what installed on His/Her Laptop/system, all
been said is merely a guess until now!.
And also the OP mentioned he/she bought a new Norton version instead of
renewing the Old one which lapsed, so I assume he/she installed on the Old
version or if he/she done an uninstall for the Old one then installed the new
version still dark to us?.
