Gerry,
It's when I click yes on the window that asks me to confirm if I want to
send or not that the next window comes up telling me I have to be connected
to the internet.
When I click continue on that window it goes away but nothing is sent to
Microsoft. I used to get a message telling me it was completed. I don't think
anything is getting through.

The window asking whether you want to send a Report to Microsoft can
be covered over by other Windows. It is only when you close or
minimise all Windows that you see the Window asking you to confirm
what you want to do.

program stops responding and I do an exit. It asks if I want to
report the error to Microsoft and when I click ok or yes it says I
have to connect to the internet. I thought it would be a direct
contact and not require Explorer.

Was Internet Explorer in an an Online state. You can be Offline but
connected. Most likely all you need to do is select in Internet
Explorer File, and deselect Offline.
