The above file is consuming all of my CPU. I cannot tell what it is.
MaAfee says it is not a virus, howeve when I delete it reappears. I
have no virus on my pc, so I am not sure what program is creating the
exe...
Has anyone ever heard of this file in the Windows32 Directory.
Any ideas on where I can send the file to see what it is?

It appears that Google and all other search engines are down in your
area...too bad, because using a search engine would have given your answer.
It appears from typing MBTI.exe into Google that it is a program that allows
the use of Asian typefonts on an English version of windows..Korean or
Japanese. You have installed some type of software or program or game that
uses it. See if there is an update for that program/software, or uninstall
it.
