Access Denied Connecting to Remote/Different Computer's Performance Counters

When trying to connect to a different computer to read performance
counter values, I get access denied. This problem happens mostly when
the remote computer is Windows XP but not Windows 2003.
I've checked this KB article from MS:
http://support.microsoft.com/kb/300702 which shows how to make registry
settings changes, but this doesn't seem to help.
The Remote Registry service is started on the remote computer.
