Many thanks for your help.
I rescued 'Transfer Wizard' along with "Restore' icons, both of which
I put on desktop as following your detailed instruction. Thanks!
However, for some reason I am still not able to find 'defrag,' even though I
looked for it many times.
Wonder where the 'defrag' strayed?
Any idea would be greatly appreciated.

The only other approach I can suggest is the following:
Open Windows Explorer and navigate to the C:\Windows\System32
folder.
Find the file named dfrg.msc.
Right click on it and select Send to -> Desktop (create
shortcut) from the menu.
Navigate to C:\WINDOWS\system32\usmt
Find the file named migwiz.exe.
Right click on it and select Send to -> Desktop (create
shortcut) from the menu.
You should now have two new shortcuts on your Desktop. Right
click the one named dfrg.msc and select Rename from the menu.
Change the name to Disk Defragmenter. Right click the one named
migwiz.exe and change the name to File and Settings Transfer
Wizard.
In Windows Explorer, navigate to this folder:
C:\Documents and Settings\All Users\Start
Menu\Programs\Accessories
In the top right hand corner of Windows Explorer, hit the
"Restore down" button. That's the middle one right next to the
red X. Next, right click the two shortcuts on your Desktop and
drag them into the Windows Explorer window. Release the right
mouse button and select "Move here" from the menu that pops
out.

It appears to me that those 'two' hiding somewhere inside
System 32, because I am able to access both by typing on

New -> Shortcut from the menu.
For Disk Defragmenter, enter the following in the location
box,
%SystemRoot%\System32\dfrg.msc
Create another shortcut for the File and Settings Transfer
wizard and enter the following in the location box,
%SYSTEMROOT%\system32\usmt\migwiz.exe
