about a minute after i boot, my system kicks svchost.exe kicks to 100%
it drains all performance and cannot excute any other program.

Which instance of svchost is doing this? There are several of these.
If you look at the processes list in Task Manager you will see that
each process has a unique PID number assigned to it. That allows you
to distinguish the different instances of SVCHOST, among other things.

When you have identified the PID number for the problem instance of
SVCHOST then open a Command Prompt window (Start - Run - CMD).
In the Command Prompt window enter the following command:

TASKLIST /SVC

That will give you a list of all running services, the PID of each,
and the individual tasks that are running under that service.

Post the list of tasks that are running under the problem instance of
SVCHOST back here and we will help you to identify the probably
culprit.

i attempted to reinstall using XP pro, and another home disk. BOTH
formated (not quick), still no avail. i also refered to a discusson :

i followed these steps, and still no avail. it kicks back in when i
try to update windows.
