1) Desktop backgrounds can only be tiled, centered or stretched. However, you are free to create your own desktop background, and place the image you have in mind anywhere you wish.
2) XP can do that. Go to Control Panel > Display > Screen Saver tab > under Screen Saver, click My Pictures Slideshow in the list.
3) With the My Pictures Slideshow screen saver you can pause at any picture.
