Set Program Access and Defaults came with SP1 first, Shenan.
When you install Microsoft Windows XP Service Pack 1 (SP1) or Windows XP
Service Pack 1a (SP1a), the Set Program Access and Defaults feature is added
to the Add or Remove Programs tool in Windows XP.

I am missing the "Set Program Access and Defaults" that I believe

I believe that I have SP1.
But perhaps didn't fully download it thus this "Set Program Access

What you want came with SP2 - not SP1.
(And/or a patch released after SP1 that was later included in SP2.)

Which shows the hotfix that created this icon *requires* SP1 - it is not
