System/Disk "Aging"

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

It is sometimes said by apparently knowledgeable people that a Windows system naturally and inevitably slows down with time. Eventually there is no alternative but to reinstall Windows and restart the cycle. This is a major undertaking, because you must separately reinstall all of your applications.O

Other seemingly knowledgeable people will tell you that there is no inevitable slowdown. People only believe this because they see their systems slowing down, but he real cause is spyware, using too many cycles with simultaneously running programs, not enough memory for the number of applications, etc.

Can anyone clarify the real state of affairs concerning all this?
