memory leaking in Windows XP?

Tech-Archive recommends: Fix windows errors by optimizing your registry

Hello,

I was told from someone that
MS Windows has memory-leaking problem.

However, I am not certain that it is Windows XP or not.
I didn't ask if it is Windows XP yet.

In Windows XP, is there internal memory-leaking problem?
