I suspected as much but that's not the problem - see below. I somehow have to DISABLE SPs security thing from stopping the Active-X download from HP. Nothing works that I've tried.

I can't see any connection between this information and the warning I
now get when I want to install the Active-X from HP's website.  How
do I get RID of that SP2 warning thing in I.E.?

Cat roots etc?  I don't even understand the terminology at that site.
That page tells you to do things technicians are qualified to do, not
average PC users such as myself.  If I mess the the cat roots I have
no one here to help fix my PC.

Can you please just tell me how to STOP this SP2 I.E. warning window
from coming up when I try to download an active X?
