In Internet Explorer, select Tools/Internet Options/Security tab/Custom Level button. All of the ActiveX handling options are at the beginning of that list.
You can also add the web address of that HP website to the Truted Sites list. In Internet Options/Security, select the Trusted sites icon/Sites button. Add the web address and click the Add button.
