Who or what's responsible for cleaning "Local Settings\Temp"?

There's an awful lot of stuff in there. Who or what is supposed to get rid
of it?
I'm ->assuming that because the directory is called "Temp", the stuff can
be gotten rid of, but I don't recall ever having been given this
house cleaning assignment.
