I wouldn't be "stumped". I have found that some of the strangest things can
cause issues.

I built myself one new PC and it would not turn on. Everything was brand
new..
I put a different motherboard I had lying around in the new case with the
new power supply, new video card, new hard drive and new RAM - and it booted
up fine.

I assumed it was the motherboard. Seemed logical.

Got the new motherboard in - same issue.

So I put the motherboard into another similar case I had lying around.. It
worked FINE! But it was only a 300W power supply and as (in the end - not
yet - only one drive at this point) I would have a total of 5 IDE drives in
the system, that wasn't going to cut it. I went out and bought another
550Watt power supply, tried it, and it worked fine. And to this day I am
still using the other 550Watt power supply in another system without a
problem - with only one difference in the systems - the motherboards are not
identical.

I hope that Dell does fix your issue. They have always been quick and
courteous when I have an issue with one of the systems I manage. I highly
recommend them and their Gold Technical Support.
