The user's account has either become corrupted or infected with a virus. If
a virus scan comes up empty, delete the affected user's account, reboot,
then re-create the affected user's account. Before deleting a user account
make very sure that you backup everything of importance to the user. Windows
XP will offer to keep a copy of the user's My Documents folder on the
desktop, but you need to backup everything else yourself, e.g., address
book, mailboxes, favorites, cookies.
