Bandwith is Cut in half since I Installed SP2?

After I installed SP2 last week I noticed a drastic slow
down in processes and download speeds. I have a 512k dsl
line and the best I am getting now is 200k. I even
dumped my entire system and did a fresh install.
System Specs:
Sony VAIO rx950
P4 2.66Ghz
1GB Ram
120GB HD
NVIDIA GeForce MX440
DVDRW Drive
DVDROM Drive

Is there a solution or should we all just unistall SP2?
