WIN XP Process priority settings

I am runing WIN XP PC as a simple server for web... Have apache, php, and
mysql running on it making queries over .DB database tables.
I found out that processes like apache, php and mysqul, when deployed does
not use much processor (up to 7% only) so I was wandering what to do to give
'em more CPU power (2,8G P4 with 2GB DDR400, SATA..) I discovered that on the
processes TAB right clicking on process you can SET PRIORITY from Low to
realtime. Well It works for me for those processes which are deployed by my
"User name" For all those processes deployed by "SYSTEM" I cannot set
priority. And these are the interesting ones like Apache, php and mysql! I
was wandering if it would work so that I would add a setting in the Apache
and php settings, something like SET PRIORITY=REAL TIME but I do not know the
exact syntaxe
Can anyone help?
