pagefile stuck at 1535 Mb won't set.

I've researched this a bit and no joy. From what I've read this can be
the result of NAV running something at boot. I had NAV and when I
enabled it on boot this problem started. So far I have completely wiped
my system clean of any Symantec products and yet no matter what I do the
pagefile is set to 1535 on my C: drive. I would like to have it set at
512 and I know the precise steps for changing the pagefile, that's not
the issue. The issue is it won't stay set, the registry is correct
under HKLM/system/current control set/control/session manager/paging file.
I can set the pagefile on C: to no paging file and I can set it to
whatever I want on my D: partition and it will work and the C: pagefile
isn't recreated. That's not acceptable though, I want it at 512 on the
C: partition but XP won't let me.

NTFS, XP SP2, 1 Gb RAM, this is very frustrating. A couple times it has
set to 512 Mb but on the next reboot it's at 1535 again. I hate
outcomes with the appearance of randomness that can't be random. There
has to be something overriding my inputs.

Help.
