I had the exact same problem with my XP Pro after installing SP2 for the
exact same reason. This is what I believe is happening.

Our registry files have exceeded their size limit and is now spilling over
to an alternative log file, how can we say, to our registry file page 2 to
complete it's boot cycle. So it's not an ERROR message you're receiving, but
rather the message is simply telling you what it's going through to boot to
your OS.

Now when you turn your system on or reboot, you're waiting on your normal
boot cycle, then your registry pages 1 to 2 (again this is layman's terms
describing the diversion to the alternative log file) then you get the
message alerting you to the diversion, you click OK then your system boots
fine! And it also my be acting a bit sluggish than it normally use to.

This is how my system behaved and I hated it.

I found a really awesome utility in cNet.Com / Downloads called "Tune-up
Utilities 2004". One of the best things it does is it cleans, defrags and
opitmizes your registry. And here's the kick in the tale, since I've used
it, the message is not only gone, but my system is running faster than it
ever has! No joke. An over bloated registry slows your system way down and
will give you all kinds of weird messages.

It's free to try with no limits to the applications for 30 days and it's
around $40 bucks if you want to keep it. The program is a series of wizards
making it easy to use and it only cleans what's necessary to give you max
performance in all areas of your system. It found over 800 problems with my
registry and corrected them all and I keep a neat, clean and orderly system
to begin with.

After the optimization and cleaning of my registry, the registry file was
once again a single element, which is what it was suppose to be in the first
place, and the message is gone!

I worked on this problem for 4 days before coming up with this theory and
discovering this application which actually fixed the problem, and I wish
someone would have told me about it, this would have saved me a lot of time
and tons aggravation, so I'm passing this on to you. Also, I wish Microsoft
would integrate utilities like this into Windows so we don't have to resort
to third party to fix OS issues.
