HTML rendering problems

I hope this is the right group to query about my dilemma...
I'm running XP Prof .... all updates (except SP2) installed. Computer is
only 6 months old, but I had to do a reinstallation of the OS a couple of
weeks ago... not sure why it started crashing but it did.
NAV, ZA all functioning... regular scanning with AdAware and Spybot. Since
reinstalling, I've had two problems, both of them HTML-related (rendering)
in Internet Explorer and in Outlook Express.
Some websites look very bad, compared to how they're supposed to.
Overlapping text and text with poor line spacing. The Microsoft Support page
and all of the KB articles are particularly bad, unusable. HUGE spaces
between elements on the page and GIANT letters.... only a corner of one in
the Window, for example.
In Outlook Express, I am unable to use all of the Rich Text attributes when
I compose an html email (I do a reguar newsletter and would like to have
this function back.) I can change fonts and sizes (although they don't
always hold) bolding, italics, but I can't change font colors. All the text
remains black.
I've uninstalled and reinstalled IE6, but with no better result. I presume
that HTML is built into Windows and not a separate element in IE? Can I
expect SP2 to fix it or should I find the solution before applying the
update?
Anybody who has a clue about poor HTML rendering in Windows, I'd appreciate
the guidance.
