Disappearing Task Manager

Whenever start Task Manager in the usual manner, the
window appears for a few seconds then disappears.
When I place the cursor over the icon in the Taskbar, it
also disappears. I cannot start it using Run. Nor can I
start RegEdit or MSConfig from Run.
Anyone else have this problem?
